KATHMANDU: SEPT. 23 – To date, efforts have been made to end the ‘budget emptiness’. For this, the Appropriation Bill has to be passed by both the Houses and verified by the President.

Preparation of budget from the National Assembly

No amendment has been proposed in the National Assembly on the Appropriation Bill (Budget). Secretary of the National Assembly Rajendra Phuyal informed that the Appropriation Bill is likely to be passed today as no amendment has been proposed on the Appropriation Bill.

After the proposal to consider the Appropriation Bill passed by the House of Representatives was approved, the parliamentarians were given 48 hours to register the amendment proposal. However, the Parliament Secretariat has stated that none of the MPs has submitted the amendment within the stipulated time.

A meeting of the National Assembly is being held today for a clause-by-clause discussion on the Appropriation Bill. Against the backdrop of no amendment proposal, it is preparing to pass the Appropriation Bill after concluding a clause-by-clause discussion today.

Where is the president tomorrow?

After the Appropriation Bill is passed by the National Assembly, it goes back to the House of Representatives. The House of Representatives is ready to accept it and send it to the President. The bill will be implemented after it is ratified by the President. And the budget holiday is over. The government will be given a legal way to spend the budget as per the replacement bill.

After the budget dependent bill

The Federal Parliament Secretariat has made public the possible agenda to pass two budget-dependent bills from the House of Representatives. The House of Representatives meeting is being held at 2 pm today. The Parliament Secretariat made public the possible agenda on Wednesday. According to the Parliament Secretariat, the House of Representatives has an agenda to pass a budget-dependent ‘Finance Bill 2058 and National Debt Raising Bill 2078’.

However, the UML’s slogan will not stop

The main opposition CPN-UML, on the other hand, has decided not to stop chanting slogans in the parliament. UML has filed a writ petition in the Supreme Court seeking reversal of the Speaker’s decision saying that Speaker Agni Prasad Sapkota did not recognize the 14 lawmakers he had taken action against.

Hearing the writ petition, the Supreme Court has ordered to withdraw the decision of the Election Commission to register the CPN-Unified Socialist Party without issuing an interim order. Will the UML make any changes in its role in the parliament due to such an order of the Supreme Court? UML parliamentary party deputy leader Subash Chandra Nemwang said, “The Supreme Court has asked for a party registration file.” The decision of the Speaker has been sought. Seeing that, our role in the parliament will not change. The blockade will continue. ‘

UML has been chanting slogans in both the Houses of Parliament and the National Assembly since Sept. 8. UML has been criticizing the speaker for not treating the parties equally.
