UML’s strategy of not allowing run smoothly, government preparations to reach a majority
KATHMANDU: SEPT. 8 – The session of the federal parliament is starting on Wednesday. A meeting of the House of Representatives and the National Assembly is scheduled to be held at 4 o’clock today. The main ruling party Nepali Congress has held discussions with the parliamentarians to prepare for the parliament meeting.
The main opposition CPN-UML is also making internal preparations. The CPN-Maoist Center, the CPN-Unified Socialist Party, the Rashtriya Janata Party (JASAPA) and the Democratic Socialist Party are also engaged in internal preparations. The parties in the ruling coalition (Congress, Maoist Center, CPN-Unified Socialist and Rastriya Janata Party) have similar preparations while the main opposition CPN-UML has its own preparations.
The ruling coalition is preparing to introduce a replacement bill with necessary amendments to approve the budget ordinance on the same day or the day after the House convenes. However, the regulations should be suspended to pass the replacement bill on time (by September 15). UML has a strategy of not supporting issues including suspension of rules.
“We will face a moral crisis if the budget brought by the previous government is passed as it is,” he said. Otherwise, stay with the UML on the issue of suspending the rules, ”said UML MP Surya Pathak. Chief Whip of the CPN-UML, Vishal Bhattarai, said that although he was out of the capital, he was not aware of any formal discussions with the CPN-UML on the issue of suspending the rules for passing the budget.
However, Congress Whip Pushpa Bhusal said that the party was holding discussions with the main opposition party CPN-UML in an effort to make the House run smoothly. ‘Important issues, including the budget, need to be taken forward. For this, the House will have to run smoothly. Discussions are underway with the main opposition party to make the House run smoothly, ”she said.
However, she said that she was aware of the fact that the UML leaders were publicly saying that they would not allow the House to function. She informed that discussions are underway among the parties affiliated to the ruling coalition on the issue.
“If an important issue like the budget is not allowed to move forward, it is not the role of the responsible opposition. If something like this happens in the parliament, it may be necessary to make a decision (suspension of rules) on the basis of democratic process (majority). We (the ruling coalition) are ready for this too, ”she said.
Chief Whip of the CPN-Maoist Center Dev Gurung also said that whatever is convenient to run the house will be done. “We have been fighting to run the house. Therefore, our focus is on doing whatever the House does rather than obstructing the House, “Gurung added.” Opposition parties may be dissatisfied with the content. However, this does not mean that the house should be allowed to run. If that happens, you will do whatever you need to do. ‘
