All the work at BP Koirala was halted except for Emergency and COVID treatment
BIRATNAGAR: SEPT. 5 – The agitation has started again at BP Koirala Institute of Health Sciences. The agitation, which was postponed in the name of protection of BP Koirala Institute of Health Sciences, has resumed saying that the demand has not been addressed even after 31 days of the agreement.
Doctors, students and staff of the institute have boycotted the service from today. Stating that the report of the high-level investigation task force and the six-point agreement reached by the ministry has not been implemented, the Joint Struggle Committee will intensify the agitation and boycott all services except emergency and covid hospital services, said Dr SP Rimal, coordinator of the committee.
We have taken the movement forward in a slightly different way. Coordinator Rimal told Makalu Khabar that the government has ignored our demands and the agitation has to be intensified again.
According to him, this movement means stopping the OPD service of the establishment, stopping all services except emergency and covid. The Joint Struggle Committee has been continuing the purification movement of BP Koirala Institute of Health Sciences since June 15. Stating that irregularities have increased, they have been demanding the resignation of the officials and investigation and action against the culprits.
“One month has passed since the government-formed high-level investigation task force submitted its report, and 31 days have passed since the health ministry signed an agreement with the protesters,” he said. Rimal said, “We are disappointed that the government we are agitating for is still in its infancy.” He said that whoever is guilty should be ready to face action. The struggle committee has stated that the movement has to be intensified as the government has reiterated its tendency to only investigate and not implement the report. According to Dr. Rimal, coordinator of the struggle committee, emergency services, services at Covid Hospital and pre-scheduled examinations will continue in the movement.
What was in the agreement with the government?
Point 2 of the agreement states that the current office-bearers will be removed. It was stated in the MoU that the process mentioned in the provision of Article 11 (d) of the BP Koirala Institute of Health Sciences Act 2049 BS can be removed from the post of the four office bearers working in the academy from today.
“From now on, a working procedure with criteria will be formulated for the appointment of officials in the establishment,” the MoU said, “While formulating the working procedure, the report of the BP Koirala Institute of Health Sciences, Dharan, which was made public on August 3, 2021, will be prepared on the basis of the prevailing law.”
In another point of the agreement, it has been mentioned that the establishment will assist in resolving the complaints and issues related to the Commission for Investigation of Abuse of Authority. It has also been agreed that the branch appointed in the ministry will coordinate the process of processing the complaints and cases related to the Commission for Investigation of Abuse of Authority for expeditious action.
As announced by the Joint Struggle Committee on July 31, it was agreed to postpone the struggle programs mentioned in points 1, 2 and 3 and resume the service from the foundation.
SP Rimal, the signatory of the agreement with the government and the coordinator of the struggle committee, said that it was unfortunate that the agreement to run BP Koirala Institute was not implemented. It was also said that the Board of Directors would form a high-level commission with the authority to represent the Joint Struggle Committee to investigate the irregularities in the BP Koirala Institute of Health Sciences, Dharan.
As per the agreement, the problems identified in BP Koirala Institute of Health Sciences, Dharan’s problem identification and investigation task force report will be implemented within the time limit of the action plan as per schedule 1 of the action plan. An agreement was reached. The agitating party says that the current government is doing injustice to the establishment by agreeing but not being interested in implementation.
