KATHMANDU: The Legislative Management Committee of the National Assembly has completed a clause-by-clause discussion of the Federal Civil Service Bill.

The committee, meeting at Singha Durbar on Sunday, reviewed the bill along with the report passed by the House of Representatives.

Although the detailed discussion has concluded, several contentious issues within the bill remain unresolved.

Key topics yet to be finalized include the designation and percentage allocation of Deputy Subba positions, the implementation model for the retirement age of 60, and provisions concerning contract employees and political activities.

During the meeting, lawmakers emphasized the need to regulate trade unions by linking local unions to provincial unions and provincial unions to central unions. Speaking at the session, National Assembly lawmaker Anjan Shakya stressed that all employee organizations should be legally affiliated with the central body. “It is appropriate to legislate so that central employees’ organizations are connected to the central union. Otherwise, coordination among various levels of organizations will be lacking. The law should unite all employees through coordination and cooperation,” she said.

Similarly, lawmaker Beduram Bhusal of the CPN (Unified Socialist) highlighted the necessity of affiliating trade unions with the central organization to ensure order.

He warned that a lack of coordination among unions at different levels could lead to disorder and argued that provincial unions should be linked with the central body to regulate trade unions effectively.

The committee has instructed the Ministry of General Administration and the Ministry of Law to provide their stance on the remaining unresolved issues. A follow-up meeting has been scheduled for today at 2 PM to continue deliberations.
