Medical Education Commission approves scholarship grant procedure 2083

KATHMANDU: The Medical Education Commission has approved and issued the “Scholarship Grant Procedure, 2083,” marking a significant step toward resolving long-standing legal ambiguity in scholarship management and funding distribution.

The decision was taken during a meeting of the Commission held at the Office of the Prime Minister and Council of Ministers, chaired by Prime Minister Balendra Shah.

According to the Prime Minister’s Press and Research Advisor Diipa Dahal, the procedure was endorsed within 24 hours of receiving formal consent from the Ministries of Education and Finance, effectively addressing previous legal gaps.

The Commission stated that the approval follows the implementation of an ordinance published in the Nepal Gazette amending certain laws related to medical education in 2083 BS.

With the addition of Section 54 (b) to the National Medical Education Act, 2075, the Commission has now been legally empowered to formulate necessary directives and procedures.

Earlier, due to provisions under the Legislation Act, 2081, all previous directives and procedures had automatically become invalid, creating a legal vacuum in the system. The recent approval is expected to resolve this issue in a sustainable manner.

Following positive recommendations from the Ministry of Finance and the Ministry of Education, Science and Technology on Jestha 1, the procedure has now formally opened the pathway for grant distribution to educational institutions providing free scholarships at various levels, including postgraduate programs such as DM and MCh.

The Commission confirmed that under this framework, grants will be provided to public educational institutions offering free scholarships across all levels of medical education.

The meeting was attended by Health and Population Minister Nishaa Mehta as co-chair, along with Vice Chair Prof. Dr. Shree Krishna Giri and other commission members.
