KATHMANDU: An agreement has been reached among parties on the Transitional Justice Bill (TRC) in Nepal.
The consensus was achieved during a meeting of the mechanism formed to finalize the bill at the Ministry of Home Affairs.
With the resolution of contentious issues, it is now expected that Nepal’s peace process could be concluded within 2 to 3 years, according to Mahesh Bartaula, a member of the facilitation task force and the chief whip of the CPN (UML).
He mentioned that an agreement had been reached on complex issues such as severe human rights violations.
Under the agreement, a provision will be included allowing victims to file claims for up to 25% of the punishment. “There was ambiguity regarding the punishment claim. We are moving forward with the provision to file claims for 25% of the punishment, keeping the victim at the center,” he said.
The meeting included Home Minister Lekhraj Bhatta, Mahesh Bartaula of the CPN-UML, and Janardan Sharma, Deputy General Secretary of the CPN (Maoist Centre).
Also present were Law, Justice, and Parliamentary Affairs Minister Ajay Kumar Chaurasia and Chairperson of the Law, Justice, and Human Rights Committee, Bimala Subedi.
